The key debates here, to emphasise again, go back to the issue of whether local action and circumstances, international influences or metropolitan concerns were actually the most significant – and how these variables might change with time and place. To what extent was there a policy that the British imperial administration could impose and follow and to what extent was it following the actions of others?
